Prowess: The New
York hero
known as Prowess can fly at super sonic speeds and has prenatural
agility
as well as a seeming "sixth sense" that makes it very difficult to
catch
him unawares. His body is much more durable than a normal
human's,
allowing him to withstand the rigors of super sonic flight. He is
immune to small arms fire although he does not seem to be much stronger
than a man of equivalent size and build (However, he has been seen able
to lift quite a bit more than his own body weight off the ground with
him
when employing flight.). Prowess is able to send bolts of
telekinetic
force from his eyes.

Armstrong: Having no
set city,
the vigilante/bounty hunter known as Armstrong roams mostly across the
SouthEast, from the Carolinas to New Orleans and Arkansas (although
sometimes
a bounty will take him elsewhere). He is strong enough to flip a
Dodge truck and has taken all sorts of horrendous physical abuse with
little
evidence of damage. Armstrong is an expert with pistol,
rifle
and shotgun and is pretty handy on both dirtbike and street cycle.
Armstrong and The Rangers seem to
have
some sort of unpleasant history, though neither side will speak of it.

Cyclone Boy: Spotted
all across
the United States' midwest, "CB" seems to be only fifteen years old and
posesses the ability to fly at hundreds of miles an hour and has great
strength and durability (he may have other powers not known at this
time).
His identity is still a secret despite the fact that he does not wear a
mask and he has been photographed numerous times.

Al-Archy: Los
Angeles' hardcore
vigilante sometimes seems more a menace than hero, attacking street
crime
with almost total disregard for personal safety and property
damage.
He has potent sonic powers that can shatter concrete, cause cars to
explode,
and deafen. He was kicked out of Pure Power's Plant after a
falling
out with several of the instructors; the fight is still talked about in
hushed whispers to this day.

The Hawk: Apparently
a normal
human, The Hawk is NYC's "old school" hero, apparently a highly trained
normal human well equipped with various weapons and gadgets. He
has
been active for almost two decades, suggesting that he is either a very
spry man in his forties, a paranormal or more than one person has
donned
The Hawk's cowl...

el Cazador Ciudad:
The City
Hunter is a specialist in hunting down kidnappers and punishing them,
often
with extreme prejudice. His methods are extreme but so far many
police
officials turn a blind eye towards his one man crusade.
The City Hunter sports hi-tech
weaponry,
some of which looks like outdated FPBI gear. He also seems to be
a master of infiltration, intelligence gathering and disguise which
hint
at a career in intelligence, the military and/or law enforcement.
He also seems to be almost prenaturally lucky, surviving numerous
lethal
encounters seemingly without a scratch.
The City Hunter operates mostly
in Mexico,
but there have been sightings of him all throughout Central America and
there was an unconfirmed sighting of him in Arizona.

Scarlet: Taiwan's
most famous
hero is the result of a slick marketing campaign to sell a new soft
drink.
She was given super powers through a controversial (and some say highly
illegal) genetics program. At first all she did was fly around
and
mug for the camera, but after getting involved in stopping a drug
dealer
fleeing from the police, she found that she actually should be living
up
to the image she represented.
Scarlet has the ability to move
at short
bursts of hundreds of miles an hour. Her body is more durable
than
a normal human's in order to withstand the rigors of moving at such
speeds.
Her reflexes are incredibly fast and combined with her martial arts
training
she can be lethal in close-quarters combat.

Starlet: A former
member of
the super group Maximum Justice, Starlet was an actress exposed to a
"radiation
accident" that blessed her with the power of flight, enhanced strength
and reflexes and the ability to create force fields. After
working
with MJ for almost a year, Starlet moved to NYC to focus on her
career.
She still fights crime and has been seen working with Mustapha and
Prowess.

Konjiki
Konpakut:
The Golden Ghost hails from Japan. Little is known of her
background
other than she normally operates alone, shuns the press and especially
champions the cause of women. Not only does she deal with violent
crime, she has also sometimes been known to teach perverts a painful
lesson
when she gets an opportunity to do so.
The Golden Ghost
employs a
type of bokken, or wooden practice sword. She is able to teleport
or turn invisible, and she is able to desolidify.

MAD Man and
Dementia: MM used
to work solo, but years of fighting crime had taken a toll upon his
body
to the point where getting a sidekick seemed like a critical
necessity.
That was when Dementia came into his life, a woman whose past is as
mysterious
as the "Jester of Justice" himself.
In the past the two had been
normal human
beings with extensive physical training, although recently it seems the
pair have developed super powers.

The
Rangers:
Having no set base of operations, The Rangers patrol the American
Southwest
wherever their quarry takes them. All are former law enforcement
officers who for one reason or anotehr grew disillusioned with their
respective
offices and became vigilantes/bounty hunters.
After several years of skirting
the law,
their efforts to fight crime were finally recognized and they were
given
semi-official status in Texas, Arizona, New Mexico, Colorado and
Oklahoma.
Authorities in Utah and Nevada still do not recognize them as bona-fide
super heroes so the trio have to be careful how they act in those
regions.
All three Rangers-Callie
"Winchester Cal"
Carmichael, Solana "Poncho Sol" Venegas, and Matt Cole-are expert shots
(rifle, shotgun and pistol), brawlers and trackers both in the wild and
in urban environments.
