At first, the loneliness didn't bother
Julian. He was content to read his books, and scrounge for food
and
parts when necessary. But the weeks turned into months and before long,
the cold bite of winter set in. With little in the way of
communicating
with the outside world, he decided to make him a friend. By age
11,
he put the finishing touches on his Personally Engineered Robotic
Combat
Invention; or PERCI for short. The robot had a limited
comprehension
capability, but he could understand things equivalent to that of a 6
year
old average child. They have since then become best of friends.
Julian and PERCI were members of
Vancouver's Neo Phyters, but he later became Brian Griffith's
ward. Brian managed to make him an emancipated minor and Julian
now lives in Storm Guard's base, acting as a team member.

Distinguishing features: Julian looks gangly and slightly malnourished. He never says he is homeless, instead he blames his clothes and appearance on his all consuming need to repair and improve PERCI. He has tight curls that hug his scalp. His large square glasses look quite well used, the point of have broken is different places. These breaks have been secured with electrical tape. Additionally, he carries an oversized Coleman tackle box that has a variety of home made tools, spare parts for PERCI and other miscellaneous items.

Distinguishing
features:
PERCI was built using parts scrounged from industrial dumps, and
military
swap meets. He is bipedal and looks very much like a
humanoid.
His egg shaped head has protective coverings over his "eye sockets"
that
prevent his fiver optic eyes from being harmed directly.
Currently
his only abilities include flight from low grade rockets attacked to
his
thighs and back, and he can fire an energy weapon of Julian's own
design;
it is simply a rechargeable high output solar battery that focuses
the
rays gathered though a series of magnifying glasses into a concentrated
ray. It has a limit of 5 shots before draining the battery
entirely.
This battery is separate from PERCI's own solar cell, which is housed
in
his cranial cavity.
